I imagine that because prehistoric men focused their efforts on acquiring girls before about 17 when they start reproducing, girls have evolved to invest the most in bodily attractiveness before that age and deteriorate afterwards as their attractiveness would have become less and less important

I think most 14 year olds are capable of reproducing, its called puberty.
Being able does not mean they are emotionally ready.
Why dont you go to a university and tell a sorority that at 23 they are old, doddering and sexually unattractive to men. ?
A lot of ladies aren't "filled out" until their mid twenties and hold it well into their fourties.
Besides, we men are biologically geared to desire women, attractiveness is in the eye of the beholder. It's been determined in studies that we tend towards the looks of young women however, as I've stated, many women hold their youthful looks into their thirties.
Look at the sexiest women lists, often dominated by women in their thirties. When I was younger it was Mary Tyler Moore, Anne Margeret, Julie Newmar and Jane Fonda from Cat Ballou, Mary Anne from Gilligan Island. This was with many teenagers on tv then, late 60s to 80s.
Now when Norman talks about 'under 17' I'm guessing he really means 14 or even 12 because 17 year olds can pass for twenty something pretty easily.
I'm thinking this is kinda like when Phil Robertson (Duck Dynasty Daddy) said you should get you wife at 15 trained to cook and clean with a Bible in her hand (never clarified if she should read it, then again I don't think he or his fan base does). For a few months the damage control was obvious as people changed 15 to "under twenty".

Ephebophilia/Hebephilia causes misogyny. These men, feeling (rightfully) guilty about their attraction to underage women, have to make up bullshit in order to comfort themselves, and that bullshit is always conveniently a defense of their own behavior.
"No, no, see...I'm a MAN. I'm biologically predisposed to want to fuck a 12 year old. Cuz I'm a MAN and she's a GIRL."
Then, those men go on to raise boys steeped since birth in misogyny, who are taught that women have an expiry date. Naturally, they then look for the 'freshest' available females... leading to expression of ephebophilic/hebephilic intent.

Prehistoric men lived to about 40 on average. 17 was probably a good time for them to start a family back then, if you were to see your children grow up. Oh, you meant the age of the girl? Well, you should have said so...
Ya know, that's also true for boys; they have most of their bodily attractiveness before that age too, and attractiveness would become less and less important as they aged as well.

Yet, Bettie Page was treated with absolute respect by the men in the camera clubs she was employed by; even those who were noticeably shy, she helped bring out of their shells with her outgoing personality. Although she had a very active sex life during that time, was she propositioned by those photographers so much as once ? No.
And this was during her modelling career when Bettie was in her thirties .

And misogynists fear people they can't control, thus they are reduced to exerting their will over those younger than them.
In TV, 17 years old girls are in reality 21 or more. And so were in pre history, wait, did I mention that life expectancy was around 35?
