The Affordable Care Act does not cover illegal immigrants, but rather it covers Green Card holders and citizens of the United States.
On a related note, why - and how - would illegal immigrants (y'know, undocumented persons) sign up for a government program? That would be a swift path to deportation.
And finally we reach free phones. The government has been giving SSI recipients discounted phone service for about ten years. The "free phone" program is funded, you idiot, by private industry.

Beyond that, drug dealers will use pay-as-you-go phones, but most would be too smart/paranoid to accept a phone as a freebie from either government or industry. That would defeat the rationale behind having anonymous phones to begin with. I use only pay-as-you-go - and no, not for illegal activities - but cell contracts, traps though they are, are much cheaper. In exchange for a year or two of bondage to the cell company, one can get deep discounts on good phones (which are nonetheless locked to a specific service provider). Locked phones are bullshit, so I won't pay for them. I'd rather pay the extra $20 a month for PayGo service.
Homeless job-seekers who cannot afford PayGo, nor to miss a potential job call, have benefitted from local phone plans for years. This isn't new, nor is it insidious.
