The sub-8 law refers to systematic legal oppression of non-attractive men (more specifically, men rated below 8 in attractiveness).
Sexual Harassment
Sexual harassment laws are so that women could have an unattractive man could be jailed for doing certain approaches that they would find charming if done by an attractive man. This makes it so that an entire class of behaviors that are perfectly acceptable for an attractive man, are unacceptable, even illegal, for an unattractive man.
Prostitution
It is illegal in the United States for a man to pay for a woman to have sex with him. In other words, a man who is not attractive enough to get a woman to have sex with him for free is legally obligated to remain incel. However, it is legal for a man to have sex with a woman as part of a porn film, and it is common for male strippers to get blowjobs from women while stripping. Contrary to popular belief, our society does not prohibit the commodization of sex - it is only when incel males are helped as a result that it becomes a problem.

Why would society actively work to keep incels incel? Because the more incels there are, the more sexual power women have.

Since everyone has different ideas of what makes a potential partner attractive, there's really no absolute 1-10 scale. My guess is that what's keeping you incel is your insistence of viewing women as nothing more than walking vaginas and your attitude that you're somehow entitled to sex.
I agree that prostitution should be legalized, however, if only because it would shut up your complaints.

I'm pretty sure it's not. It's probably illegal for women to solicit men for sex in exchange for money. But there is nothing to stop a man asking a woman to have sex with him for money or some other payment. a gift of some kind for instance.

And that view of attractiveness depends entirely on the woman's individual perspective. Clue: suggestive comments, looks and stalking do not enhance anyone's attractiveness.

Anyway "Incels" give a bad name to decent people who are still virgins for different reasons. Like crippling social anxiety. My anxiety makes me unlikely to even hire a Prostitute if they were legal.

Also if prostitution was legal, it would be regulated and prostitutes would be able to refuse customers, for say, being assholes, so I suspect it would not get you anywhere.

If you were to simply try to flirt a bit or ask someone out, no one would have a problem with you, ask long as you go away and leave her alone if she says no, instead of believing that you're entitled to a date. Better-looking guys than you take "no" for an answer and move along without calling her a bitch or turning stalker.
Good looking guys don't get instant sex from most women, either. Even if they did, women are not vending machines, and you are not entitled to sex. Work on yourself or buy a blow-up doll.

I'll bet at least half of the johns in the photo have wives or steady girlfriends. As for their looks, I see a lot of chubbies, but pudge isn't genetic. they look average to me, and nobody looks good in a mug shot.

Sexual harassment is unwelcome sexual advances, so if the woman is attracted to the man and welcomes his advances, it's not harassment by definition. Also, sexual harassment laws apply to employment situations and are not criminal. In fact, it's the employer , not the harasser, that gets sued. Criminal harassment (sexual or otherwise) is another story: repeatedly following or communicating with someone so that they fear for their safety. To get charged with criminal harassment, you have to threaten someone, make threatening or harassing phone calls, assault them or vandalize their property or violate a restraining order.
Sex and relationships are tricky things, and there is no good way to short-cut the procedure. First, brush your teeth, shave, and cut hair. Bathe. Dress in clean clothes. Smile. Then go out and meet women. Don't shun the less-pretty ones: remember that appearance isn't everything, either her appearance or yours. Now comes the hard part.....get to know the person FIRST. Sex may be on your mind, but it'll have to wait a while.

Remember the Hollywood madam? Her clients were all good-looking actors and rich guys. She tried to protect their identities but they ended up in court right along with her. Charlie Sheen comes to mind, and I doubt anyone would classify him as either 'ugly' or 'incel'. Yet he was one of her best customers.

1) What one woman finds attractive, another could find unattractive.
2) Even 'attractive' guys can sexually harass a woman by simply refusing to pay attention to the fact that the woman is not interested.
3) Many women find sexual harassment a turn-off - so that, in and of itself, makes the guy unattractive.

You'd have more luck with women if you didn't treat them as objects. You seem to think that women are a species apart; a superior one at that, who wants nothing more than to humiliate you. Treat them as humans, stop being creepy and bathe regularly. That and stop leering and drooling every time that you see a woman.
The only thing actively keeping you "incel" is you yourself. You loudly proclaim women are nothing more than property who owe sex to all men, every minute of every day, but then they're suddenly Fifty Hitlers on the morality scale when they do, in fact, have sex with someone of their choosing, rather than yours. You insist women have intrinsically bad taste and will always go for men who will abuse and not appreciate them, you insist you're the nice guy women should be fawning over; you simultaneously demonstrate you have no respect for them and want nothing from them except sex, and you threaten murder and rape against them for not agreeing you're the nice guy you say you are.
Basically, you complain that women won't give you a chance, while you do everything in your power to drive them away at every turn. You are the one keeping yourself "incel". It's not my problem, it's not your current stalking-target's problem, it's especially not the government's problem.
