Don't think it's true, but in most civilized countries, it wouldn't be necessary. They'd get the treatment they need through something called "healthcare" that everyone in the country receives as a matter of course.

I have two trans teens, ages 19 and 17. Treatment and surgery are expensive, but no not more so than expenses they normally encounter, like buying a car or a semester of college. It is not something they would put their lives on the line for unless they genuinely wanted to serve.
Besides, people join for all kinds of reasons. I've known many that just couldn't find a satisfactory civilian job, and others that did it for GI Bill or some such. I have some career military in the family as well. They tend to do it as a sense of duty, but they are in the minority among vets that I know well.I'd still take any of them in the apocalypse.
I joined for the education. Never took it but will be getting retirement pay for the rest of my life.
