Technically yes. Because sin passed from Adam right up to them, therefore, sin was inherently present from the day they came out from their mother's womb. However, because the child's mind is so innocent and has not yet been corrupted by this world, you would find that their actions are not that appalling compared to adults - but as you can see in the news, the situation is getting worse.
