Because nothing can evolve by losing genetic data, anymore than a computer program can't get any better by rewriting the code so there is less of it to do the same task.

Weeeelll... It could very well play a part in natural selection. At least if the person does it before procreating, and manages to bleed to death. Weeds out a little bit of stupid.
Other than that it of course has fuck all to do with evolution, which you would know if you ever read any book on the subject of evolution. Or basic biology in general.

Reminds me of a Simpsons episode:

Uh, no. The missing traits in the virus are the result of genetic changes and they improve its chances of surviving and reproducing. Cutting off your arm has nothing to do with genetics, which automatically excludes it from being an evolutionary change, and it certainly doesn't increase your odds of survival/reproduction. Now, if a human being was born without an arm and that somehow helped him or her survive (I can't think of any way it could), that might be an accurate comparison. A better one would be people who are born without an appendix.
