It is possible that the atoms in inorganic and organic matter can become synchronized when a point in time has been reached, say a 1000 years later for example, the atoms of a 1000-year-old fossilized dinosaur would synchronize with the atoms of the volcanic rock, making the dinosaur as old as the geologic time period - which is wrong. Large numbers of fish fossil have been found on Mt Everest, evidence of the Great Flood assumed by creationists. 1. If the electrons disappeared from even one atom we would be treated to an explosion comparable to several Hiroshimas as the eV bonds destabalised in the absence of the necessary negative charge that balances against the positive charge in protons.
2. Electrons are not heat-derived. They are independent particles with their own existence. That existence is entirely disconected from environmental factors.
3. Law of Conservation of Matter: During an ordinary chemical change, there is no detectable increase or decrease in the quantity of matter. Put simply matter is neither created and destroyed during chemical changes....changes like the presence or absence of heat.
4. Meeting your requirement ("Without heat..." ) would involve reducing the temperature in and around a fossil to absolute zero (If I remember correctly absolute zero is considered to be reached when all atomic motion has ceased. This includes both Brownian Motion and the orbit of electrons around the nucleus.). To the best of my knowledge this is physically impossible with the current level of technology. It is something that hasn't even been achieved in a laboratory setting and most certainly will not be a condition ever encountered in a natural setting anywhere on Earth. Not even open space reaches absolute zero. In the darkest, emptiest regions the ambient temperature is roughly 2.7 Kelvin. (This is due to the 3 degree microwave background radiation present in all areas of space.)

Radiometric dating has nothing to do with electrons. Radioactive decay is unaffected by temperature or anything else we know of. It's been observed after supernovas, and it proceeded at the same speed hundreds of thousands of years ago in the vastness of space as it does here on earth today. That's why we use it in "atomic" clocks.

In extreme heat, not cold, electrons may be removed from their shells, leaving nuclei and free electrons in a plasma. Most of the unverse is plasma. Take a look at friendly Mr Sun. Protons and helium nuclei and electrons, but still electrically neutral.
