Hitlers REAL goal was the destruction of communism, The establishment of a German empire in the east, And the enslavement of all Slavic peoples (regardless of their religion).
His goals had no bearing on American Jews what-so-ever, And could not possibly have affected them on any meaningfull level. Certainly he had neither the means nor desire to cause American Jews to relocate. Even if he had managed to pull off a miracle and defeat the Soviets (thus securing peace on his own terms) He simply did not care enough about religious matters outside his imagined area of authority.

Seriously. Hitler lost the war because he was FAR too busy exterminating Jews than winning the war. So I guess that priority of his screwed him.
Also if he did it in Germany Proper while not hiding it, the Germans might not go along with it. Not like it would matter as it would fall on his head in the long run as Germany would have fell because Hitler would be too busy dealing with an imaginary enemy than his real ones.
