But is the quantum vacuum from whence a thing can pop up spontaneously natural and physical?
And/or is the rule governing this....the reason natural and physical?
And is there any reason to suppose that the quantum vacuum from which the universe sprang isn't an aspect of an intelligence (before and up to a God) given governance is an aspect of consciousness.

No.
" (before and up to a God) given governance is an aspect of consciousness."
No.

Given its observed in the natural and physical world, and is consistent and measurable, yes and yes.
"given governance is an aspect of consciousness."
Except that's not a given. An no. There is no reason to suppose an unnecessarily more complex answer without any evidence to support or even suggest it. When you hear a bird's song it is not reasonable to suppose that ninjas are sneaking up on your home to raid your fridge and making bird calls to put you at ease. When it rains it is not reasonable to suppose that an invisible giant is pissing on your roof. It is neither reasonable nor intellectually honest to assert that it is impossible or unlikely for simple, inanimate matter to spring from nothing only to then turn around and propose instead that an all-knowing, all-powerful super being sprang from that very same nothing.
One problem with your very question is that when physicists say the beginning of the universe, they don't mean; "The beginning of the matter in The Universe". There was no actual place to observe the Big Bang, properly called Expansion, FROM! Science doesn't say all the stuff IN the Universe began, they mean the UNIVERSE BEGAN! Before that, space itself didn't exist. This is terribly counterintuitive, I realize, but an attempt to understand this should be made by anyone who even wishes to comment on this aspect of science.

Is there any reason to suppose that it is !?
@Admiral Nopants:

Great. Now every morning when I’m woken up by the birds outside I’ll have to check my kitchen. Thanks a lot!

You're talking to people who don't understand the difference between biology and astronomy. You're wasting your time.
Rainbows don't exist.

That's a strange nothing that can be seen by many thousands of people simultaneously, then.
Is there any reason to suppose that the above appearing during the Queen's Diamond Jubilee in 2012 had nothing to do with the Church of England - which she is head of - dropping it's opposition to S-SM, thus the Marriage (Same Sex Couples) Act was passed...?
I guess that's why you have that vacuum in your head, Vlad; 'Ignorance is Bliss' and all that jazz. Because complex things would make your brainmeats all hurty, eh...?!
Confused?
