Er... that has nothing to do with Evolution... Its just a word salad.
And comet formation is basically throwing a cold rock into an area filled with water vapour at below freezing temperatures. Small amounts of water vapour molecules accumulate on the rock. The water vapour when in contact with more water vapour forms ice. As this continues the entire rock (by which i mean large orbital body such as as asteroid or meteor) becomes covered in ice. This forms a comet. Most comets have fairly long orbits so can accumulate lots of ice. Haleys is a relatively quick comet at 70 years or so and it probably can accumulate that much ice. Remember its accumulating a few kgs of ice a day and it only loses its ice for a couple of weeks out of its entire cycle. Space is not totally empty.

Genesis is the fundies origin of everything story. They then impose this on science. Evolution explains the origin of species, in the fundies mind this makes it the atheist book of genesis and therefore the atheists' origin of everything.
