Cursory Googling provides the following information:
1) In 2000 only 0.17% of abortions in the US were performed using this procedure, per the Alan Guttmacher Institute's 13th survey of all known US abortion providers. Data collected from 1999, 2000, and the first half of 2001, and compared with previous surveys. So this was an extremely rare procedure even nineteen years ago, only used in exceptional circumstances.
2) Checkers has changed it from 'Partial Birth Abortion' to 'Partial Birth Murder', apparently not realising that the term 'Partial Birth Abortion' was already an invention of the pro-life movement in an attempt to scare people about what is actually called 'intact dilation and extraction', or 'Intact D&E' and refers to both late-term miscarriages and abortions.
