If a word is offensive to the people you use it on, then it's offensive, period. Using it labels you rude and stupid. If you use it to the wrong person, you're going to get punched in the mouth, and no one's going to feel sorry for you.
The word itself can be used fine, it's all about intent really.
I have friends that call me 'queer', 'whitey', 'cracker', 'pom', etcetera..
And I call them 'nigger', 'nip', 'ching chong', 'yankee', 'convict' and in one special case, 'my sexy little kyke'.
But then, neither myself nor my friends are inbred, redneck hicks like 'Duke' obviously is.
"Fag" is not homophobic the same way that "nigger" is not racist.
Of course, I dare you to use the word "fag" around a group of gays (especially the guys who work out every day) or the word "nigger" around a group of African-Americans.

No, I'm part Polish, and I'm not very offended by being compared to Jackson Pollock, so you're right about that. Weird thing is, I'm also Irish, and this guy seemed to think I was Mick Jagger... strange. I wonder what he meant.

And, in this case, 'fag' and 'polack' are offensive. You don't get to redefine reality.
Coming from the UK, I have been known to bum a fag or two in my time. Of course, in my youth I used to go through 20 fags a day, but fags are getting so expensive now days, I don't come anywhere near doing that many fags anymore. Most times I prefer to roll my own, though on very special occasions I have been known to treat myself to a couple of 'immensa' cubans.
Of course, I started doing fags at school. It was a regular breaktime ritual to grab a fag, dash behind the biology wing, stick that butt in your mouth and try to suck the whole thing down in one go without choking before a teacher came looking for you, rod in hand.
The last thing you wanted was to be caught fag-in-hand by one of the teachers. If you were, you'd have a quick trip to the headmaster's office and a very sore arse to look forward too!
