Here's the thing, if the law seems too restrictive, maybe it was made that way for a reason and there are other concerns than crime too, like being able to integrate into the job market without disrupting it. In order to do that you need skilled workers and there needs to be a genuine shortage of those workers in that field, otherwise it's just a way for big business to drive down wages in ways that could never occur naturally.

This I never understood. There are plenty of people you can get off welfare so they will accept even those "disgusting jobs".
Honestly unless you're like unable to find food for 4 days straight you should not see welfare. And I would start now looking for a way to transition to large-scale private charity.

No, you just said it should be ignored because something bad America supposedly did to Mexico. (I disagree btw. I disagree with your premise, I disagree with your conclusions even if I were to grant your premise.)
A law ignored might as well not exist.
Now as for Mexico being poor and corrupt because of something America did, please explain why countries that went through worse and much more recently are doing fine?
If your country can't recover from something that happened several lifetimes ago, the problem is the country.
