No they're not. There's no real connection between sexual assault and how the woman dresses. Besides, the same thing could be said for someone with an iPhone 6, a Mercedes, a Rolex or anything else that attracts criminals. Should women all carry 10-year-old flip phones, wear Casio watches and drive Civics to avoid tempting people, too?
