Sadly, I don't see this as a big problem for Uganda.
Allow me to illustrate. During a certain period in Soviet Union it was enough to file a complaint on somebody telling political jokes to have them arrested. The police didn't bother with proof much -- the complaint itself was in many cases enough.
It's not like ACLU will jump right in and stop the persecution. Especially with the Catholic Church patting them on the back and whatnot.

I hate to use the slippery slope argument, but in this case if they don't like gays and want to kill them, what's stopping them from killing people of religions they don't like? Or of cultural descent they don't like?
This is a very serious matter. It is a reversion to the middle ages thinking that homosexuals ought to be killed, and it will result in a genocide, something not unknown already in Uganda - remember Tutsis and Hutus!
Decent people ought to be putting their elected representatives on notice that they have no wish to keep open any link with Uganda should it go down this savage road. To fail to do so is to have blood on one's hands.
