A Saudi woman has been sentenced to be lashed 10 times with a whip for defying the kingdom's prohibition on female drivers, the first time a legal punishment has been handed down for a violation of the longtime ban in the ultraconservative Muslim nation.

Normally, police just stop female drivers, question them and let them go after they sign a pledge not to drive again. But dozens of women have continued to take to the roads since June in a campaign to break the taboo.

Making Tuesday's sentence all the more upsetting to activists is that it came just two days after King Abdullah promised to protect women's rights and decreed that women would be allowed to participate in municipal elections in 2015. Abdullah also promised to appoint women to a currently all-male advisory body known as the Shura Council.

The mixed signals highlight the challenge for Abdullah, known as a reformer, in pushing gently for change without antagonizing the powerful clergy and a conservative segment of the population.

Abdullah said he had the backing of the official clerical council. But activists saw Tuesday's sentencing as a retaliation of sorts from the hard-line Saudi religious establishment that controls the courts and oversees the intrusive religious police.

"Our king doesn't deserve that," said Sohila Zein el-Abydeen, a prominent female member of the governmental National Society for Human Rights. She burst into tears in a phone interview and said, "The verdict is shocking to me, but we were expecting this kind of reaction."

The driver, Shaima Jastaina, in her 30s, was found guilty of driving without permission, activist Samar Badawi said. The punishment is usually carried out within a month. It was not possible to reach Jastaina, but Badawi, in touch with Jastaina's family, said she appealed the verdict.

Saudi Arabia is the only country in the world that bans women — both Saudi and foreign — from driving. The prohibition forces families to hire live-in drivers, and those who cannot afford the $300 to $400 a month for a driver must rely on male relatives to drive them to work, school, shopping or the doctor.

As Quebec cuts immigration, premier calls for more newcomers from Europe

Quebec Premier François Legault says he wants more French and other European immigrants to come to Quebec, despite his government's plans to cut over all immigration levels by 20 per cent.

Legault's comments were made while he was in Paris on Monday, after meeting with French President Emmanuel Macron.

"When we look at the immigration situation in Quebec, the problem I see — is that there are too many who are not qualified, and too many who do not speak French," he said.

He told the Montreal newspaper Le Devoir: "We'd take more French people, and Europeans as well."

Legault's remarks on Monday conflict with his past statements on immigration.

Before last year's election, he criticized Quebec's immigration policies for placing too much emphasis on French-language skills, and not enough on labour-market qualifications, when selecting immigrants.

"[We must] answer the needs of the working market," he told CBC in December 2017. He was promising, at the time, to give newcomers three years before they must pass a French test.

Legault's comments inconsistent, Liberals say

That inconsistency was highlighted by the Opposition critic for immigration and the economy, Liberal MNA Dominique Anglade.

She said Legault's comments reflected the failure of the Coalition Avenir Québec government to build an immigration policy based on facts.

"How can you say one thing in Quebec consistently for years and then arrive in France and say something different?" she told CBC Montreal Daybreak on Tuesday.

The CAQ government tabled its immigration plan in the National Assembly last month. It seeks to reduce the number of immigrants Quebec accepts this year to 40,000, down from more than 50,000 last year.

According to Anglade, the CAQ plan will also reduce the number of French-speaking immigrants by one per cent.

Knowing French before coming to Quebec can help with integration, she said, but isn't necessary.

'Richness of different backgrounds'

The planned cuts to immigration levels in Quebec come as the province is dealing with a labour shortage, which economists worry could limit future economic growth.

Anglade said Quebec needs people to work jobs at every level, including positions without technical qualifications.

"We have jobs — for technicians, for people working at restaurants, agriculture," she added, noting estimates that Quebec will need to fill 1.3 million jobs over the next 10 years.

She also argued that Quebec ?should diversify its pool of immigrants: "It helps the economy, if you think of exports, if you think of international relations — It's the richness of the different backgrounds that's also interesting."

Two couples fatally shot while camping in different countries more than 30 years apart may have been victims of the same man: a drifter who authorities say was a religious zealot and disapproved of relationships between unmarried couples.


Joseph Henry Burgess, who died in a shootout with New Mexico sheriff's deputies last week, had been wanted in Canada as a suspect in the murders of two university students who were fatally shot on a Vancouver Island beach June 21, 1972.


Investigators in Sonoma County, Calif., also wanted to talk to him. The fatal shootings of two camp counsellors whose bodies were found on a Jenner beach Aug. 18, 2004, bore a striking resemblance to the crime up north.

Little is known about Burgess, but authorities say the New Jersey native moved in the 1960s to Canada to avoid the draft. During his time there, he lived in a religious commune and called himself Job, in reference to the biblical figure, said Dan Creally, a retired Royal Canadian Mounted Police officer who helped investigate the 1972 slayings.


Ann Durrant, 20, and Lief Karlsson, 21, were shot multiple times in the head at point blank range in their sleeping bag on Vancouver Island, according to Canadian police.


Creally said a woman on the beach told authorities that she had seen Burgess cleaning a .22 calibre rifle - the same type of weapon used in the killings - and said Burgess had told her he disapproved of Durrant and Karlsson's relationship because they were unmarried.


A police dog discovered Burgess' belongings, including his identification card and passages from the Bible he had written out, ripped up and discarded near the scene of the murders, Creally said. His fingerprint was also at the scene.
