So in highly developed countries where feminism is either a fundamental ideology or at least a very strong influence on society, the women have a pronounced preference for masculine looks. This obviously correlates with the amount of freedom and power women have, as a higher social status means they can afford to be shallow. In less developed countries, women tend to be lower status and much of the time must rely on a man to take care of them. Without the need for a man for financial security and other survival needs, women will naturally be more focused on superficial qualities when looking for a mate.

Female sexual selection criteria always are dominant when survival becomes easy. See peacocks, and various other birds. When the survival pressure is removed (by having no natural predators), sexual selection dominates to a point where the species becomes almost non-functional other than putting on displays for the female.
e.g. when men aren't needed to survive, they evolve into toys for women.
