I’m fine with speaking ill of the dead, myself. If I didn’t like a person when he was alive, why I should change my tune when he dies? Of course though, I do think you should at least show some respect and decency, and maybe not immediately say you were glad the person died, especially when you’re the head of state of a major world power!
