Does “holding marriage in honour” require being currently married oneself? Usually - especially in conservative Christian morality! - a big part of proper marriage is chastity towards those who you are not married to/who are married not to you.

And no, we don’t base our laws or rulings on what the Bible says, as much as some people might wish that were the case. Remember, only 3 of the things the 10 commandments forbids are things that are crimes under US law. And the 3rd one, adultery, is only a crime in 15 states.
Romans 13 -Obey the government, for God is the one who has put it there. There is no government anywhere that God has not placed in power. 2 So those who refuse to obey the laws of the land are refusing to obey God, and punishment will follow
