That would only be the case if the Noachian flood
occurred ~13,000 years ago when Lake Agassiz breached. That wasn't 'world-wide' though, nor was the historically probable Black Sea flood.
A relationship between the two might be likely if the volume of Agassiz was indeed as large as calculated, that is, enough to raise the global sea level by a handful of meters.

Not really, the fjords in Norway are ice free. The fjords on Spitsbergen, on the other hand...
The real question is of course: Why are there no fjords on the African coasts?
The people in China and India managed to just go on with their lives, not even noticing this year-long flood that covered them, their houses and their mountains completely?
The flood managed to instantly freeze large animals, like the mammoth, in holes in the ground, not to be thawed up again until unearthed by humans recently?
