You’re a victim of what’s called quote-mining. Darwin posed a question (which lots of unscrupulous and/or stupid creationists quote), AND THEN WENT ON THE ANSWER IT!
He did explain it.
But why bring that up? He didn’t know EVCERYTHING about the theory, or the biology, because we’ve learned a lot since then. He organized facts and prepared a hypothesis. Nothing he did or claimed would require that he explain the eye. He was a scientist, not a prophet.

Without missing links, since no credible scientists still uses that term, the science has been tested and verified, yes.

‘Tested’ in this context means the observations verified, the theory established, various contributing facts incorporated, and evolution has even been observed in a lab.
It just doesn’t mean what YOU think evolution is.

We evolved from beings with eyes. And noses. And thumbs. ALl kinds of inventions that advanced THOSE species, and allowed them to evolve into us.
