It is, in fact, rather common for migrants to "lose" their papers before hopping over the border and applying.
Yeah, this is why I advocate the solution of send them as slaves to North Korea for the people with no papers.
Either they show their papers or get deported to their home country, or they get sent to a worse shithole.
