This makes no sense.

For the nuclear weapon industry, peace is better for the Mil-Ind complex. We keep designing bigger and better weapons and say that they need to overhaul the Ohio subs, and the D5 missile, to replace them with the Columbia, and whatever comes next.
And we only have to make sure the test launches work. (and believe me, they work REALLY well)
Actual war is when we get a LOT Of data on weapon effectiveness. That could be bad. Other systems didn’t fare well in Afghanistan, in a literal test-under-fire. Peace is much better for our profits.

Budgets went WAY down when the Cold War ended. We need an enemy, not a shooting war, not a smoking ruin, for max profits.
