I am disturbed by the combination of signature and reference to law enforcement; it suggests that this guy, despite obvious signs of paranoid tendencies, is actually in some position of governmental/lawful authority.

I'm guessing the badge is an official "Jr.G-man Badge" from a box of cornflakes. Most organized crime types are VERY religious. They are either Catholics, who can receive absolution for confession, or, here in the south, "born agains" who think that they have the "get out of hell free" card once they are saved.
