In the early 1960s, US racing driver & designer Carroll Shelby brought three AC Cobras to do speed runs on the M1 motorway here in Britain: at that time there were no speed limits, so considering that and the M1 being a very long road, no wonder he came to my country. There wasn't the amount of cars using such at that time, and as he did said speed runs early in the morning, said motorway was essentially deserted then.
He took said cars to 180+ MPH.
The police were aware of what he was doing, but as there were no laws stopping him there was nothing they could do. Nothing...?!
They brought this to the attention of the then Transport Minister: who brought up the matter in Parliament with debates etc with MPs in the House of Commons. Which was voted on, and thus became legislation: the 70 MPH speed limit on Britain's motorways.
With the increase in car/general vehicle use since then, it's a fact - especially with those who break said limit - that Speed Kills: thus Killing Speed has the desired effect. The effect being that the police don't have to do what is probably the most unenviable task of all: having to go to someone's house and tell them that their loved one(s) won't be coming home. More people can return home alive as a result of that legislation. Thus we can thank an American - Carroll Shelby - for saving British lives via legislation as a result of what he did on the M1: at the time, legally.
