When we recall Hyperborea, we mean the world-wide Light civilization, which later became the matrix of the pure high-frequency crystal of Earth in 5D-7D. Tartaria is its later global continuation, a protective shell, a geopolitical and energy shield that held this matrix physically, and today on the Subtle Plane.

For the Dark Rings (Orions, Dracos, Reptiloids, Grays, technogenic races, and others), Hyperborea and Tartaria, their material legacy on Earth is like exposed wires under high voltage. They can’t destroy them, so their strategy is isolation, frequency distortion, and siphoning off power.
