Except the concept of marriage in a church is relatively new one. Historically, marriage was a private agreement between two families. The pair agreed that they were married, set up a household, and, dammit, they were married. This continued for a very long time and it's only in the past couple of hundred years that has changed.
Even in America, on the frontier, do you seriously think all marriages took place in churches? No, again, the concept of "we agree, therefore we are married" prevailed. Divorce was likewise informal.

As I said, any damn fool can get "married". You don't have to sign the register. You can get married as many times as you want. However you can't indulge in that within the civil marriage register.
And a lot of people take clerk weddings. It gives large bonuses to living together without the hellish cost of a marriage.

Here in Sweden we have both church marriage and civil marriage. Both are as valid legally. There is debate now whether we should remove the marriage from Church alltogether. They will still have the blessing part, but not the legal part. The majority, however, likes the church marriage, so it'll probably stay. The neutral gender marriage seems to have a majority on its side.
Marriage hasn't always been defined as a union in the sight of God. Countries with other religions also have marriage. Chinese people marry, as do Buddhists and Hindus. There have probably been marriages since before recorded history, long before this God was invented. People married in Pagan times too.

I got married in a government office (where, incidentally, some architect with a sense of humour put the marriages office right next to the mens' toilet).
There was no mention of God anywhere in our vows. So when my wife wakes up I will have the unpleasant task of telling her that we are not actually married.
