A man with no other talents to offer, and who was accustomed to do it to impress his low-life friends, and who found he could win a few bets or actually make a living at it...well, yes. Full disclosure: dad tells me he had an uncle who would bite the head off rats to win bar bets. Moreover, though he was (in)famous in their town, dad was nearly an adult before he found out that "that man" was his uncle; nobody in the family would speak to him or about him.

Also; People in the old-time Side Shows made a whole act out of that sort of thing. No devils necessary. Just a really weird person.
This passage has two flaws:
1. The person could very well be sane and bit the head off of the chicken for a sane reason, such as money.
2. Even if he is not sane it does not then follow that he is demonically possessed.

Well, for a significant period in my life, if someone had said 'I dare you to' or 'you don't have the balls to'
or if it was two days before payday: 'Would you bite the head off a chicken for $5...?'
OH, WON'T SOMEBODY PLEASE, PLEASE THINK OF THE CHICKENS!
