Have you seen the backlog of rape kits in some jurisdictions? Testing hundreds of millions of women every few days would be such a logistical nightmare under the current system that the results of the kits would be centuries out of date.
Even with a more efficient system which doesn’t use full rape kit tests would be a non-starter based on the economical and logistical issues alone.
You’re not a woman until you turn AT LEAST 18, more like 25 or 30.
IF children aged 12-18 show signs of sexual activity, it ought to be tallied onto the ADULTS’records.
