Right after the nuclear war, no. We do not need extra people until we can establish the farming necessary to support them.
After that, the ability to deal with problem pregnancies will be very much lower than present. Lowering the age of breeding will increase the risk to the girls. If we’re going to restore a population after an apocalypse, we want older, healthier, stronger women having kids. Not children.

No, your logic is all wrong. Your best hope is that after ‘societal collapse’ where will be less enforcement. You’ll face far fewer consequences for buying a girl and literally fucking her to death. For as long as you last. No one’s going to share resources with you if you’re not productive. Can you farm? Carpentry skills? Animal husbandry? Can you get people to tolerate you personally for more than ten minutes? That brings up, what are you going to use to acquire a child bride? A freezer full of pizza rolls? Your microwave? Your car? None of that will be particularly useful in the wastelands. But, sure, think on finding a cute survivor to take as your own after the meltdown.

People nowadays usually marry and have children a good number of years after reaching legal adulthood. Therefore, I find it very doubtful that lowering the age of majority would be an effective way to increase birth rates.
But of course, we all know that that’s not what you really care about, anyways. It is so painfully obvious that birthrates are nothing more than an excuse to indulge in your desires to shame and control women.

Don’t worry, in case of societal collapse then there would be even less patience for your antics: if you don’t know how to farm, hunt, build, organize or create then you will be simply left to croak.
