The draft law was presented by the chairman of the Committee on Human Rights Protection and Civil Integration, Rati Ionatamishvili

"The work on this initiative drew a very clear line between those who choose what – who chooses to implement the best interests of society and who carries out external orders, for whom protecting human rights is important and who supports propaganda and harmful influence, who protects minors from harmful influence and who tries to popularize issues among minors, such as sex-change operations and the introduction of textbooks with LGBT propaganda in schools and kindergartens. The fact is that the work on this initiative has driven the opposition out of the parliament. Today, the opposition is already on the run. It is important that this initiative receives the support that is the demand of our society," said Rati Ionatamishvili

The draft law regulates issues related to marriage, the adoption of minors and foster care, the use of medical procedures for changing a gender different from biological, the indication of gender in documents issued by the state, education, the dissemination of information, public gatherings, and demonstrations, as well as the disregard for biological gender in labor relations. The legislative package also defines enforcement mechanisms and those necessary for the implementation of the law

Additionally, May 17 is established at the legislative level as the Day of Family Sanctity and Respect for Parents
