Depends. How many would be alive without fuxking stupid policies that allow criminal empires to rise from drugs and enact policies that let's law enforcement target their communities, letting criminals run free as dealing with the supposed good guys is more likely to harm someone than help with a problem?
Gang culture and idolizing drug dealers, pimps, and other scum is what you get when the law enforcement comes across as an evil almost, if not worse than the criminals.
And it's not just a black thing, prohibition era gangsters and other mobs are looked at more fondly as they should be, why? Because of the glitz and money they could accrue while undermining a horrifically flawed amendment and the various other anti-drug laws.
