So they are using stock images, that they already have at hand from previous coverage and that have their issues (or at least the legal issues) already sorted out, to illustrate a well-established disease for a general coverage article, rather than bothering people who are currently actively suffering for photos that add nothing new or swiping some random private person's photo from the Internet. Far from the scandal you proclaim.
