I’m REALLY not sure Putin has 3000 working nuclear delivery systems. THey cost money. And require quite a bit of infrastructure to keep them operational. And he pulled out of a treaty where we could see how operational his systems were. I doubt this is that much of a threat.
PLUS, he knows that once he throws a nuke, all OUR nukes are dropping on his head. Even if he is mad enough to risk it, the whole military may not be.
