ANPR is how they can instantly check any vehicle’s number plate with the police/DVLA’s central database of vehicles. That is, any vehicle that conforms to a number of conditions set out by law will be ignored and won’t flag up, alerting the officers in that car they’re patrolling in. Thus the vast majority of vehicle drivers can continue on their lawful business on the King’s Highway.
As I’ve seen in actuality TV series such as “Cops With Cameras” etc and “Road Wars” in particular, they will stop any vehicle which is flagged up by their ANPR: either the driver is unregistered/without a licence/banned from driving and/or has no insurance. The police will check with the insurance companies to ascertain if the driver is insured or not. If not, the police have the power to seize that vehicle immediately, giving the driver a certain amount of time to obtain insurance thus the vehicle is returned or said vehicle will be crushed.
…oh, and the fact that insurance is compulsory for vehicles to be allowed on our roads also applies to foreign ones brought into Britain.
