If the DPRK is so oppressive, how do they remain stable, with no uprising whatsoever, when the entirety of the US is on fire, even though the entire Korean army's budget is the same as the NYPD budget alone ?

Because the DPRK is so highly oppressive, and will openly execute people they designate as traitors. The US government still has to hide the truth when they’re attacking anyone who questions them, DPRK says flat out “talk bad about Dear Leader’s haircut and we blow your brains out.”
Also, as much as our extreme gun worship pisses me off, having our citizens so heavily armed has been part of keeping our government from becoming quite so extremely oppressive. Really dangerous to come busting in the house of someone who also has an assault rifle. Extremely safe when the most the resident can bring against you is a kitchen knife.
No uprising because no one can trust everyone due to the probability he might be a secret police agent ala O’Brien.
And the DPRK is the kind of state which, when collapsing, collapses hard , unlike the United States and other democratic countries, which can withstand rioting with less damages.
North Korea has a death grip on their media control and focuses all attention on a faraway villain they blame for a great deal of their problems and their people live in fear of. So they promote the message that Glorious Leader is all that keeps these monsters from literally eating the children of the nation. Also anyone that questions anything or says something that mildly offends the wrong person like “alicorns aren’t real” is “re-educated” or they drop the euphemisms and just torture them to remind people that the secret police are listening and they are indeed murderously petty about a lot of things. And as tight as the control of the media in the country is any report coming out is under even tighter scrutiny and management so as not to tip off enemies to anything that can be seen as a weakness to exploit. To exactly the kind of paranoid irrational degree you might expect. Like… they actually make plans to thwart the CIA trying to collect people’s feces to figure out the average North Korean’s diet or gain insights into the general health of high value military and political targets. And constantly release false information about what’s popular literature. Basically only Dennis Rodman can say anything for a fact about North Korea and I think with how generally eccentric he is inspiring natural doubt that’s kind of intentional. There could be an attempted revolution twice a week and the outside world wouldn’t know about it. And the North Korean news might report the dissident region had been burned down by dragons or something and because of the constant control of the people’s sense of reality they would actually believe that. Or they might report nothing. Or report that they beat down insurgents when there wasn’t an insurgency that week. They roll how they feel like.
America has many independent news sources and many sources of “news” that if you ignore the quotation marks you will suffer horribly for it and the current administration has not only delegitimized all media that isn’t under the thumb of the reigning party and not only given the “news” sources absolute freedom to make shit up while being treated as legitimate as long as it serves their purposes but have actually managed to delegitimize the very concept of factual information equating feelings to facts and facts to mere opinions. Moreover they cannot keep even the President’s ever-shifting bullshit straight. In addition to making ALL people outside their borders including trade partners and allies villains who want nothing more than to reduce the quality of life in America united in the perpetration of impossibly vast, convoluted, nonsensical conspiracies and supposed hoaxes to which every living being is somehow party to for no logical reason other than shits and giggles even if it comes at dire cost a popular theme in America is making everyone afraid of the person standing next to them at the bus stop and drawing as many lines in as much sand as they can while screaming non-stop “you are under attack” from basically everyone. But Glorious Leader isn’t going to save you, he’s just going to pardon you if you take matters into your own hands. Maybe. No promises.
Basically? America’s tyrannical subset is less about precise control and long term investment into a desired outcome and more about working chaos to a temporary and limited advantage. And making sure nothing can be legally attributed to their direct actions. Like the legal difference between poisoning somebody’s drink and luring a poisonous animal into their drinking water.
