Yeah, this is a thing. People trying to vote by mail are getting forms with hard to catch errors that render them invalid if submitted, such as being registered in the wrong precinct. They don't get any do-overs and getting the right paperwork if you manage to spot the errors before putting ink to paper and inadvertently losing your right to vote is predictably an uphill fight through a process designed to be easily stalled.
Cheeto Stubs is pointing at his own cronyism and malfeasance hoping the opposition will get blamed for inexplicably plotting against themselves despite his people being in control and this being quite a deliberate and painfully obvious attempt to suppress votes from those who who live in reality and don't drink bleach or pretend a global pandemic is some kind of hoax.
