Experts don't consider circumcision to be "genital mutilation", unlike labia ablation, which can be life threatening and affects one's life. It's even questionable that circumcision has any effect on sensation whatsoever. Unless it was done later for a medical reason, peope don't even remember being circumcized. Unlike a girl who will remember every rape instance, statutory or not. And who may die if pregnant too young, and/or endure fetal mortality.
