I have the doubt. There are definitely Muslims in our military. First thing you do in the military is swear to support and defend the Constitution. There’s nothing in the oath about your religion, not in what you practice or what you need to stop practicing.
If this was an issue, pretty sure someone would have pointed it out by now. At the very least, a defense lawyer would say his client didn’t HAVE to support or defend the Constitution, so he can’t be punished for something he did.
So, if they can serve in the military, pretty sure they can serve in City Hall.

As to Communists, why in the fuck would they be unable to oatharize to the Constitution? It’s not a religion, or a formal government.

By the same logic, no Christians should be allowed to hold public office, as the First Amendment is in direct contradiction to the First Commandment.
