Pseudointellectual hate speech defeated by its own first sentence, a false premise. A "feminine/effeminate man" is a very subjective concept, like a "masculine woman". When we have such an impression, it actually rarely says much about the person without knowing them better.
Body expression also varies with culture, meaning that in one culture the men of another may appear to be effeminate at first, it can be due to clothing, walking gait, communication gestures, etc. Even accross generations, it varies. Then there's empathy and communication that can cause people to temporarily mimic others, meaning that if it's a man speaking to a child or to a woman, the expression is likely to be different. Some of it may become a habit, like in the case of a psychologist mostly working with women, a boy raised by sisters and mother, etc.
Then there's that ridiculous blanket statement, immediately jumping to incredible conclusions. No.
Some people have complained about "performative men" that may be showing off open attributes when it's difficult to really tell if it represents them or not. Comments vary, but most remind that it's similar to dating, when people sell themselves and it's always good to be careful... It's a conversation that makes sense compared to the OP's diatribe.
And so claimed feminists who want to enforce heteronormative stereotypes are hypocrites and useful idiots of the patriarchy...
