Yes, many people have said it, because it could absolutely be. It enables terrorist organizations to fund themselves using something incredibly difficult to trace, among other things.

Exactly, I think that the explanation is clear, it's just a reverse-reality statement to reject assessments about the dangers of covert transactions and facts that it's been exploited for money laundering, hiring hitmen, tax evasion, fraud, drug traffic, ransom collection, that people who invested a lot suddenly got their coins stolen, etc.

That’s true, but the funnier part is the number of “anarcho”-capitalists who, especially in the early days, stumped Bitcoin. They knew, and were honest about, Bitcoin being a national security risk—that’s the whole point.
