It more appears to be part of a long hybrid warfare strategy to attempt to divide the free world and enable its radicalized and corrupt elements. The victims may for instance allow the abuses of the Russian regime with impunity and give more space to wannabe dictators who hope to be above decency and law and run a corrupt elite oil regime themselves... Fake virtue signaling, anti-human rights rhetoric (abuse normalization), institutional distrust and antigovernment extremism propaganda all contribute. So do policies pushed to increase conflict and the abuses of hate groups, demonize and erode knowledge and education, etc. And conspiracies to infiltrate institutions with corrupt pawns and extremists...

A gang of paranoid xenophobic ultranationalists turns on one of their own citizens for bringing unknown, seemingly homeless outsiders into the city and demands they be turned over to be identified and subjected to any number of indignities or acts of violence assumed to be sexual in nature because of a loose interpretation of the word “know” as a double-entendre gets their civilization burnt to the ground…
And the moral paranoid xenophobes who will readily turn on their own citizens to enforce a social order take away from the story is of course: Should have raped the daughters when they were offered up to the crowd by their father to save his own skin, at least that wouldn’t have been gay. Now let’s persecute people, encourage mob mentality ignoring the text of law as it suits us, and argue semantics about if this qualifies as being a police state because when it’s us vs them that means it isn’t neighbours spying on and reporting neighbours with the intent to bring them harm if their behaviour and ability to fit the national narrative for normalcy is found wanting it means it’s us vs them and we consider each other outside invaders in our own society to be purged without remorse and thus nobody has rights until they pass a purity test rigged to keep certain kinds of people in power.
“A repeat of Sodom and Gomorrah” would mean “a city where travellers are beaten up and abused”.
The anti-LGBT thing is more Putin seeking scapegoats, because Chechens just couldn’t work anymore.
