I can think of a couple of reasons:
1.) miHoYo isn’t actually putting anything that explicitly shows LGBTQ+ content, unlike the people who were jailed in this spree of arrests.
2.) It’s easier to target small, independent creators rather than a big company.
3.) Money and soft power. miHoYo has a lot of popular media franchises under its wing, so trying to shut it down would piss off a lot of people (domestically and abroad), create bad publicity that can’t be handwaved away, and cut the money it brings into the country.

(Is it sad that what you said sounds familiar, since that happens here in the Philippines sometimes? Here, it’s more because of gang/political violence than extrajudicial executions by secret police– not that that’s better.)

Okay, so I submitted this quote for a reason: this is one of the three major reasons why I dislike the Communist Party of China. For the record, my reasons are as follows:
1.) The Uyghur Genocide. Because anyone committed to human rights has to oppose cultural genocide, full stop.
2.) Their aggressive policies in the South China Sea, particularly in the Philippine territories of Panganiban Reef, Scarborough Shoal, and the Spratly Islands. I live in the Philippines, so this is something I and my countrymen have to deal with: a powerful neighboring country throwing its weight around with impunity. If you live in South America, this may sound familiar, except replace “China” with “the USA”.
3.) Their continuing crackdowns on M/M media fans and creators. I’ve brought this up in the past, but I’ve been a fan of M/M media ever since I was a teenager, and it not only helped me become more accepting of queer people, but also helped me realize I was bi/pan. So whenever I see people attacking or trying to ban stuff like danmei, I get a little… um, protective, shall we say. I feel for my fellow M/M fans in China: no one should have to put up with the government arresting you because you like to write/draw boys kissing boys. And that goes for every other country.
So that’s that.
