I live in the same country as this… being, and I’m so ashamed that he was appointed the deputy Speaker of our Lower House. Oh, and the guy is known for other, ahem, interesting statements (following links in Russian).

For instance: "I agree that people have a right to buy quality [cars] for their honestly earned money. I don't support UzAutoMotors blatantly selling expensive cars. [...] When we buy low-quality cars for a high price, we support local manufacturing. We just have to accept it." (Alisher Kadyrov: "It's not that cars are expensive, it's about people earning little." For the context: Uzbekistan has this car manufacturing company for almost 25 years and that company, according to local consumers, still struggles to solve basic quality problems.)

There's another one: Alisher Kadyrov calls for new legislative restictions on "indecent" advertising on the grounds that "we're not Europeans".

Oh wait, there IS a level of crankiness too deep even for Kadyrov: Alisher Kadyrov condemns the Uzbek MP saying that women "think in an inferior way compared to men" due to being "emotional".

The working-class folks only got this ‘whitey guy prevails’ thinking from continuous indoctrination by conservative/traditionalist/rightist politicians. The intent is, basically, to:
(1) gobble up the electorate groups perceived as neglected by leftist/progressive groups (as @SpukiKitty said), and:
(2) prevent workers from turning on the conservatives and their crony tycoon pals and use minority rights activists (and minorities in general) as targets of their anger.

Besides, I guess there are many working-class people who are pretty progressive, and many others who simply don’t care about political stuff as they have to worry about how to make the ends meet for their family with the paychecks they get.
