When an AI can basically declare 'Game Over' on more than just the game Global Thermonuclear War, the only thing messed up here is you, Andiepoos.
It's unlikely to be used, considering the impressive modern traditional and precision weaponry, but who knows. Still, if the goal was to target a population rather than specific strategic targets, it would be a crime against humanity (the firebombing and nuclear bombing of Hiroshima and Nagasaki are also considered to have been crimes against humanity today, although at the time it was not explicitly so). Then remember about mutual deterrence, no matter how crazy the concept is. Leaders are usually aware that the first use of a nuclear weapon will be highly condemned, questioning their legitimacy. It may also be immediately replied to by more of the same. Well, some deranged and very desperate people do have end of the world fantasies...

I’ve read an interesting “alternate history” series, Harry Turtledove’s “Worldwar” series, I think it’s called. It starts during the start of WWII, but aliens invade Earth, of all things. To try to not spoil too much, I don’t think the US nuclear attacks on Japan happen, but nuclear weapons are a key point in the story, and interestingly, IMO.
