The Y chromosome does “degrade” to an extent, in that it steadily appears in less of the body’s cells as a man gets older (“mosaic loss of the Y chromosome”). The go-to claim among radfems of this ilk is that women are supposed to reproduce via parthenogenesis (a female spontaneously impregnating herself), but men (how they even came into existence in this scenario depends on who you ask) emerged and began to prey on women, using them as a means to make more of themselves.

That parthenogenesis has only ever existed in mammals under laboratory conditions and bears an extremely high risk of negative genetic conditions (higher than brother/sister incest), making it exceedingly rare in nature, means little to the people making this argument.
