All the usual references mention paying the father. Head of the household, gets the money, gives the wife what he thinks she needs to get by.

Most of the families i knew in the Navy, the father got the money from the government, disbursed money to her for groceries and kids, he paid the bills, the rent/mortgage…
For the very few times the wife had a higher-paying job, she was in charge of the money about half the time.
