Sex reassignment surgery on children and teens is not happening and the people making these laws know this. No trans activist would defend auch a surgery before someone is legally an adult and pretty much all of them believe the person should be a legal adult first. Surgery is added to these laws to demonize the other two things. The right wants people to always think of surgery when they hear of hormone therapy and puberty blockers to make the other two worse.
