In theory, at least, and some modern constitutional monarchies do ceremonial events for good purposes, but back in the pre-democracy age, more often than not the aristocracy would be a mess of snobbish, inbred classists too busy eating cooked giraffe and conducting political marriages to get extra lands to care for their people.
