Knowing this lot, I think the idea is more that it is properly the parents, not society at large through the government, that shapes their respective children. I suspect they think that the parents’ self-interest—in this case, desire for the family name to be exalted—will lead them to seek out only the very best mentors for their children. Better than bureaucrats et al. possibly could for total strangers, something humans are supposed to be psychologically incapable of caring about.

Unless I miss my guess, without sexual distinction, we probably wouldn’t have any life beyond bacteria, protists, and possibly certain plants (depends on their view of hermaphroditic life).
